Ukrainian president pushes for local manufacturing of US-made systems during high-stakes talks, as Kyiv seeks to bolster resilience against Russian strikes.
Ukrainian President Volodymyr Zelenskyy has urged immediate steps to establish domestic production of Patriot missile systems in Ukraine, describing the move as critical to the country’s long-term defence against Russian aerial assaults.
The appeal came during discussions that included US President Donald Trump at a meeting held on the sidelines of the NATO summit in Ankara, according to official statements. Zelenskyy emphasised that developing local manufacturing capabilities would reduce Ukraine’s dependence on foreign supplies and accelerate the deployment of advanced air defence systemm.
“Ukraine needs Patriots not just delivered, but produced on our soil,” Zelenskyy reportedly stressed, according to Ukrainian officials familiar with the discussions. “Immediate action is required to secure our skies and protect our cities.”
Local Patriot Production May Strengthen Ukraine:
Ukraine has repeatedly highlighted the Patriot missile defence system-supplied by the United States-as one of the most effective tools in intercepting Russian ballistic and cruise missiles. However, limited stockpiles and the complexities of long-distance logistics have constrained their use across the front lines and major population centres.
Establishing production facilities inside Ukraine would mark a significant shift in Western military support, transitioning from emergency aid deliveries to building sustainable Ukrainian defence industries. Analysts say such a move could also create jobs, foster technology transfer, and strengthen Kyiv’s negotiating position in any future peace talks.
The push comes as Russian forces continue intense missile and drone barrages targeting Ukrainian energy infrastructure and civilian areas. Ukrainian air defences have intercepted a substantial portion of incoming threats, but officials warn that without expanded capacity, the country risks being overwhelmed during periods of heightened Russian bombardment.
Kyiv Pursues Patriot Defence Partnership:
The reported meeting between Zelenskyy and Trump in Ankara reflects ongoing high-level engagement between Kyiv and Washington even as political dynamics in the US evolve. Trump, who has previously expressed scepticism about open-ended US support for Ukraine, appeared engaged in the discussion during the meeting, actively participating in talks with other leaders.
NATO allies have been under pressure to increase military-industrial cooperation with Ukraine. Several European countries have already begun exploring joint production initiatives for artillery shells and other munitions, but air defence systems like the Patriot represent a higher technological threshold.
Western officials have not yet confirmed specific commitments to domestic Patriot production in Ukraine, citing concerns over technology security, the risks of Russian sabotage, and the massive investment required. However, Ukrainian diplomats argue that the deteriorating security situation leaves little room for delay.
If approved, the proposal would deepen Ukraine’s integration into NATO’s defence supply chains and signal long-term Western support. Defence manufacturing has become a key part of Ukraine’s wartime strategy, but advanced air defence systems remain a critical gap. As the war enters its fourth year, producing sophisticated Western weapons domestically could strengthen Ukraine’s position both on the battlefield and in future negotiations.
